Southwestern Regional Jail and Correctional Facility is a WVDCR regional jail serving Mingo County, so the state service is the correct local notification layer for a person held there. West Virginia’s VINE program expanded to cover both prisons and regional jails.
Coverage does not mean that every facility supplies the same display fields or update timing. No authoritative facility-by-facility feed matrix was found, and the complete label set for a released result was not established. Read the live record exactly as it appears. Search Mingo County VINELink Records
A careful search starts with enough identity information to reject a false match. VINELink offers a person-name search and may offer an offender or agency identifier. Spelling variants matter. A person with a Mingo case may be held in neighboring Logan County at Southwestern, so the facility’s street county does not change the West Virginia selection.
- Open VINELink and choose West Virginia. Do not search another state merely because a person was moved outside Mingo County.
- Enter the full name. Add the offered offender or ID information when it is known from a lawful record.
- Compare each match. Use the identity fields, custody location, and identifier shown. Do not rely on a shared name alone.

A community release from Southwestern is one possible event. A handoff to WVDCR prison custody, federal custody, or immigration custody is a movement between custodians, even if the person has left the regional jail. The receiving system must be checked before describing the person as free from confinement.
Register Mingo County Release Alerts

Mingo County Written Release Notice
West Virginia has a separate written-notice layer for people who qualify for applicable release or parole-event notice. WVDCR explains that sending the written notice request also registers the requester with VINE. The two layers support each other, but they are not identical. Automated VINE delivers agency-fed notice. Written notice follows the legal and administrative process described by WVDCR.
This local timing detail matters at Southwestern. WVDCR states that a transfer notification is not made until the person arrives at the receiving facility. There may therefore be a gap between departure and notice. A transfer message should be paired with the receiving WVDCR search or other custodian record. A community-release message should be paired with the dated WVDCR movement transaction when durable proof is needed.
A written-notice request should identify the person and the applicable Mingo custody or parole matter as clearly as the agency process allows. Keep a copy of the request and the VINE registration confirmation. If an automated call arrives before a written notice, write down the exact event language and time instead of paraphrasing it. If the written notice arrives first, check the live custody source for the present location. Neither sequence changes the need to distinguish transfer from release into the community.

Mingo VINELink Jail Transfer Checks
West Virginia’s consolidated corrections system has separate public searches for regional jails and prisons. A Mingo arrest held at Southwestern begins in the RJA jail system. A later state-prison commitment belongs in the DOC prison search. Daily Incarcerations and the jail search are active-custody leads, not a released-person archive.
If a named person leaves the regional-jail result, check VINELink for the event and search the WVDCR prison side for a transfer. A prison record may persist after release and can show sentence, status, parole-eligibility, or discharge-related fields depending on the record. Copy the exact label. “Minimum discharge,” “release date,” and “parole eligibility date” are distinct WVDCR concepts.

Mingo County VINELink Limits
VINELink does not cover federal Bureau of Prisons custody. For a federal sentence, the official BOP Inmate Locator can show a release date and a status such as “Released” or “Not in BOP Custody.” Even that wording means only that BOP no longer holds the person. Another custodian or a supervision term may remain.
The federal locator follows a different identity path. It accepts a BOP register, DCDC, FBI, or INS number, or a name with optional race, age, and sex fields. A result can display the register number, age, race, sex, release date, and location or status. Its public coverage begins in 1982. For an older federal event or a disputed date, use the BOP records route and the federal court docket instead of trying to force the person into West Virginia VINE. A purely federal sentence will not become a Mingo County VINELink record unless there is also a separate participating state custody episode.
VINELink data can lag. Names can collide, agency feeds can be interrupted, and a transfer may not generate notice until arrival. Registration does not promise every event. A current jail result also does not prove a future release date, while an empty jail result does not prove community release.
If an immigration handoff is supported by the record, use the ICE locator. A release by Southwestern to ICE is not community release. If an older event no longer appears online, request the narrow release or movement fields from WVDCR rather than treating the absence as proof.
Mingo County Registry Distinction
The West Virginia State Police Sex Offender Registry is separate from VINELink. It covers only people with a qualifying registration duty. A registry result may remain long after a custody event, but it is not a general list of released inmates and does not establish the exact date a person left Southwestern or state prison.
Registry data can be checked through the official West Virginia registry by last name, street name, county, or offered advanced geography fields. Its own warning notes that information may be under verification or may not reflect an unreported change. Corrections questions go to the registry contact, while release confirmation still belongs with VINE, WVDCR, and the court record.
Note: Use the registry only when a qualifying duty is relevant; its presence or absence cannot replace a Mingo County custody check.
