Understanding Mingo County Releases
A Mingo County arrest does not lead to a county-owned jail in Williamson. Adults held on Mingo matters ordinarily enter Southwestern Regional Jail and Correctional Facility in Holden. The West Virginia Division of Corrections and Rehabilitation, or WVDCR, operates that regional jail. Mingo law enforcement may hold the arrest report, WVDCR keeps the booking and custody transaction, and the Mingo court keeps the order that permitted or required the change. Finding Mingo County released inmates therefore means joining records from the right custodians.
Release has a narrow meaning. It is the end of physical confinement at a named facility, but it may not end the case or all supervision. A person may leave on bond, after time served, after dismissal, on parole, or under another court order. Someone may instead move to a state prison, another jail, federal custody, or immigration custody. That movement takes the person out of Southwestern without placing the person in the community. The exact event label matters.

Can an empty jail result prove release? No. It proves only that the searched name did not return in that active view at that moment. A transfer, spelling mismatch, data correction, sealed record, or system lag can create the same result.
Mingo County Release Record Fields
There is no single universal Mingo County release form. The best record set answers when custody ended at Southwestern, why it ended, and whether another custodian or supervisor took over. WVDCR Policy Directive 151.00 describes a legal or booking file for each new booking. It can contain the holding order, a jail-credit memo, time sheets, sentence calculations, and other legal papers. The broader offender file may be confidential, so a public request should target discrete, segregable fields instead of demanding the whole file.

A court order and a custody transaction do different work. The order explains legal authority. The WVDCR event identifies when processing actually changed physical custody. Pair them when the precise release time or reason matters.
Note: No official online retention period was found for former Southwestern bookings, so older events should be requested by person, facility, and date range.
Request Mingo County Release Records
A Southwestern booking or release record belongs with WVDCR, not automatically with the Mingo County Sheriff. West Virginia's public-record law requires a reasonably specific request to the custodian. Under West Virginia Code §29B-1-3, the agency must act as soon as practicable and within five days, excluding weekends and legal holidays. It may produce records, set an inspection time, or issue a written denial. Actual reproduction cost may be charged, but search, retrieval, and staff-time fees are barred by that section.
- Identify the person, OID if known, Southwestern as the facility, and a narrow booking date range.
- Ask WVDCR for admission, release or movement date and time, event type, destination custodian, order or case number, and any public sentence-calculation fields.

- Ask for the record-retention schedule citation because no public statewide retention term was located for these release records.
- If information is withheld, request the precise statutory exemption and preserve the written response.
WVDCR Policy Directive 142.00 treats the broader inmate or offender record as confidential except for authorized disclosures. West Virginia Code §29B-1-4 also protects specified material. A focused request improves the chance that a custodian can separate a release fact from exempt content, but it does not guarantee production. Sheriff-created arrest reports should be requested from the Mingo County Sheriff at P.O. Box 1270, Williamson, WV 25661, by calling 304-235-0300 first to confirm the current delivery method. The Sheriff should not be asked for a WVDCR time sheet it did not create.
Mingo Court Release Proof
The free West Virginia Magistrate Record Search accepts a name or case number, but it returns an index rather than document images and caps results at 30. A case number is the best bridge between the court entry and the WVDCR booking. Actual magistrate documents come from the Mingo Magistrate Clerk. Circuit felony records, later circuit orders, and expungement petitions go to the Mingo Circuit Clerk.
The useful document depends on the event. Ask for the bond order, dismissal order, judgment, sentencing order, commitment, jail-credit order, modification, revocation, or discharge entry that controls the case. A docket summary can suggest what happened. The signed order is stronger. Even then, the order may precede the time when staff completed release processing, so pair it with the dated WVDCR custody event.

Mingo Release Records After Expungement
An eligible expungement can explain why an older Mingo County arrest, photo, index entry, or release trail no longer appears to the public. Under §61-11-25, the covered record definition for qualifying acquittals and dismissals expressly includes photographs, fingerprints, arrest records, index references, and electronic material. A qualifying petition ordinarily begins in circuit court no sooner than 60 days after the acquittal or dismissal, subject to the statute's exclusions.
Section 61-11-26 provides a different process for specified eligible convictions. Its ordinary waiting periods run from the latest of conviction, completion of incarceration, or completion of supervision. The period varies by the kind and number of eligible offenses. Both statutes contain limits that must be read against the actual case. The lawful local route is the Mingo Circuit Court. A missing public result must not be used to reconstruct sealed facts or claim that no booking ever existed.

The official search path begins with the correct custody system. Southwestern is a state-run regional jail, while a later prison commitment belongs in the WVDCR prison system. The Mingo County released-last-24-hours process is useful for a fresh event, but it does not supply a county feed because no official local release list was found.
- Search the WVDCR regional-jail page with at least the first three letters of the last name, then add the first name and compare the OID and identity details.
- If a former Southwestern result is gone, search the WVDCR prison page for a transfer rather than treating absence as release.
- Search the person in VINELink and read the event, location, status, and update language exactly as displayed.
- Use the Mingo case number to obtain the signed order that explains bond, dismissal, sentence completion, or another authority.
- Request the WVDCR release or movement transaction when the time, reason, or destination must be documented.
- Use BOP or ICE only when the known facts point to federal or immigration custody.
Mingo WVDCR Offender Search

The regional-jail search covers a Mingo arrest held at Southwestern. The prison search covers a person committed to a state prison sentence and can preserve a record after release or discharge.

Minimum discharge, release date, projected release date, and parole eligibility date are separate ideas. PED is the first point for parole consideration, not a promise of release. If a displayed date is missing or disputed, ask WVDCR for the time sheet, minimum-discharge statement, revisions, and controlling order. Match the portal's exact label instead of converting every date into “released.”
Getting Home After Mingo Release
Southwestern sits in Holden, Logan County, while many people looking for Mingo County released inmates begin in Williamson or another Mingo community. That cross-county distance makes pickup planning part of a real release check. The facility has not published a general release time, exit point, property-return process, or confirmed public-transit stop. Call Southwestern before travel and do not plan around a guessed schedule.
Tri River Transit serves Mingo and advertises Monday through Saturday service plus advance route deviations of up to three-quarters of a mile for a stated $2 deviation fare. Its routes do not establish a stop at Southwestern, and Sunday service is not advertised. Confirm the route with Tri River at 304-824-2944 or 877-212-0815 and confirm release logistics with the jail. A court order or online status is not a pickup appointment.
Mingo Supervision After Release
Parole and probation can both follow a Mingo County release, but the records are split between two systems. WVDCR Parole Services administers parole after release from a state sentence. Mingo judicial probation is part of the court system. A WVDCR prison record may supply a parole clue, while the Mingo case order identifies probation. There is no clearly documented public statewide name database that conclusively verifies either present status.
The Logan Parole Office serves Mingo from 1103 George Kostas Drive, Suite 200, Logan, and can route current parole questions. Mingo judicial probation operates from the Logan County Courthouse. Parole eligibility does not equal actual release, and release on parole does not equal final discharge. Conditions remain until the proper agency ends supervision. The Mingo County parole and probation record must match the correct office.
Note: An absconder result signals unresolved alleged noncompliance, not a successful discharge from Mingo County post-release supervision.
Mingo Release Alerts and Transfers
West Virginia VINE through VINELink is the notification layer for custody changes supplied by participating WVDCR facilities, including the Mingo-serving regional jail. Search one person, compare identity data, open the record, and read the status and location literally. A VINE event is a prompt signal. It is not the signed court order or a certified release transaction. WVDCR also notes that a transfer notice may not arrive until the person reaches the new facility.
Federal cases require separate systems. The BOP locator can display a federal release date and “Released” or “Not in BOP Custody,” but that wording does not rule out another custodian or supervision. ICE's ODLS may show current detainees and certain people released from ICE custody within the prior 60 days. A Southwestern movement to ICE is not release to the community. No local ICE contract or routine detainer path was established, so that branch should be used only when case facts support it.

Mingo Regional Jail History
The official Southwestern facility page says the regional jail began receiving inmates on April 8, 1998. It has three pods and serves Boone, Logan, McDowell, and Mingo counties from neighboring Logan County. This shared state facility is the practical reason that “Mingo County Jail releases” is not the name of an official county roster or institution.
The Mingo County Sheriff remains a law-enforcement and records contact for material it created, but reviewed official sources do not identify the Williamson office as an adult jail. Municipal agencies may use short-term holding during processing, yet no durable municipal release roster was found. The site manifest therefore has one detention-facility page, not a fictional county jail page.
Mingo County Release Facility
Southwestern Regional Jail and Correctional Facility is the sole adult detention facility identified as serving Mingo in the official facility map. It holds regional-jail detainees under WVDCR. A person may leave for the community, conditional release, state prison, another jail, federal custody, or another supported destination. The active RJA result is only a lead; VINE, the Mingo court order, and the WVDCR transaction establish what followed.
